KINGSTON CITY LAND BANK RELEASES DESIGN AND CONSTRUCTION RFP FOR AFFORDABLE HOMEOWNERSHIP COMMUNITY DEVELOPMENT AND RFP FOR NEW CONSTRUCTION SINGLE-FAMILY AFFORDABLE HOME LANDSCAPING DESIGN SERVICES

The Kingston City Land Bank (KCLB) announces the release of two public Requests for Proposals (RFP). The first RFP seeks proposals for architecture and engineering services to develop “offsite” design and construction of a new construction multifamily affordable homeownership project at 46 Grand Street. The second RFP seeks proposals for landscaping design services at three new construction single-family homes currently under construction and located at 177 Murray Street, 35-37 Hanratty Street and 43 Teller Street.

RFPs can be downloaded from https://kclb.org/requests-for-proposals/. Responses to both RFPs are due May 4, 2026.

“We are excited to move into the next phase of our new construction affordable homeownership work with these two unique RFP opportunities,” said Mike Gilliard, Executive Director of the KCLB. “With the first, we will demonstrate what is possible on our largest development site ever under the City’s new zoning code via offsite construction. With the second, we’ll show how intentional landscaping augments the quality of life for future homeowners as a critical component of our single-family affordable homes. Our hope, as always, is that our work serves as beacon for others to emulate and follow.”

Ward 5 Alder Teryl Mickens said, “I applaud KCLB’s ongoing efforts to expand access to affordable homeownership. This multifamily model represents a critical investment in the long-term stability and vitality of Kingston and reinforces equity. Here, KCLB will transform an underutilized property into a productive asset and create a meaningful pathway to homeownership for families who have historically been excluded from the housing market.”

The Kingston City Land Bank was formed with the purpose of acquiring title to tax-foreclosed and other distressed properties in the City of Kingston, removing barriers to redevelopment and returning properties to the tax roll. Its mission is to foster an equitable community where vacant or distressed properties are transformed into community assets that improve the quality of life for Kingston residents, stabilize and enhance neighborhoods, and create new pathways for social and economic development.
